If a traffic police holds you, what is the ruling regarding bribing him?

If a person doesn't have licences, vehicle papers etc and other paperwork, has more passengers then allowed, no parking rules, one way etc rules have been broken, and if traffic police stops your vehicle and gives fine, to escape from such a government fine by bribery is not permissible. To give bribe is not allowed and doing so will be sinful. However, if one has not violeted any traffic rules, but if police are harassing, then to get rid of them and such a situation, bribe can be given. In such a situation, not the giver but the taker will be considered sinful and that amount will be considered Haraam for him.
