Is is compulsory to give vote?

Yes, the right to vote is to be practiced in accordance with Shariah.
There are certain wrong notions regarding it. First, due to ignorance it has spread. Even though it isn't harmful, but the consequences are big. It is the belief that today's government is corrupt, therefore honest people should not participate in it, neither stand for elections, nor involve in the process of casting votes.
This misinformation, even if with good intentions, is a huge loss to the nation as a whole. Because of such beliefs, our government has been represented by corrupted people and is completely messed. If honest people will not take a stand and try to bring a change, the situation will become worst. And one day, it will affect and reach our households. Therefore, it is not a sign of an intelligent person to speak bad about the government without actually trying an effort to participate and bring positive change. It is better to try to get those position with the intention of making a difference.
According to Hazrat Abu Bakr Siddiq Razi Allahu Anhu, " If you see a torturer and not hold his hand (stop him), it won't be surprising if Allah swt punish them all".

If you see something wrong happening, it is your duty to take control and try your best to bring a change. According to this Hadith, it is farz to stop it from continuing and occurring.
Many intelligent people also believe that one vote not cast by me will have on effect. But listen. According to Prophet Muhammad sallalahu alaihi wasalam, It has been narrated by Hazrat Sohail Bin Haneef razi Allahu anhu that Prophet Muhammad sallalahu alaihi wasalam said, " If a Muslim is humiliated in front of another Muslim, and being in a position to help him, he doesn't do so, on the Day of Judgement, Allah swt will humiliate him".
