On whom is animal sacrifice not compulsory?

From the time of dawn of 10th of Zul Hajjah to dusk of 12th of Zul Hajjah, non believers, mentally unstable, non adults, travellers  (at a distance of 77.25 km from his residential place with intention of stay less than 15 days), poor ie. Person whose wealth is less 52.5 toal silver which amount to Rs. 23,000, gold, silver, selling goods, non selling goods, things not in use, more than required such as TV, crockery in showcase, clothing more than three and after selling all these things to give debt, nothing remains, even if the person stays in a bungalow, Sacrifice will not be compulsory on him even if he has car, mobile etc.

However, even in such a situation, if he offers sacrifice, he will be highly rewarded for it as there is no better deed than this.
