A. Zakat is farz (compulsory) in accordance with Quran and Hadith of Prophet Muhammad sallalahu alaihi wasalam. Person who denies its compulsion is Kafir.

B. There are seven conditions for Zakat to be farz. 1. Being Muslim 2. Free (not slavery) 3. Aaqil (mentally stable) 4. Adult (balig) 5. To be in possession of nisab (holder) 6. The possession should be in excess and not in debt 7. One year since the possession are in his ownership. Kafir, slave, mentally ill and young (not adult) are exempted from paying Zakat.
In the same way, if his possession are less then nisab or if it is equal to it and in debt, or if it is in his possession for less than a year, zakat is not farz in all such conditions.
