PROCLAIM KAFIR (DISBELIEVER)

What is the ruling regarding declaring someone as a disbeliever (Kaafir) ?

Kaafir is a very strong word, declaring somebody kaafir means to destroy his lifetime of good deeds and declaring him accountable for Jahannam (Hell). And if in reality, hr is not a Kaafir then in accordance to Hadith, the person declaring so moves to be a disbeliever.
One should be highly cautious is declaring someone as Kaafir and is not to do so until he has done something which is Kufr.
For example, a person who is an idol worshipper and does so openly, is a disbeliever, However a person who hates idol worship and recites Kalima with his tongue, how is it possible to label him as a disbeliever?
The only time one can declare a person as Kaafir is when he deny the existence of Allah swt and does so with his tongue openly and it has been heard then he can be declared as Kaafir. Because if he do so, it is known that he denies it with his heart too.
